About this cartoon: The U.S. Postal Service found itself, again, billions in the hole and needing to raise rates again. Restrictions imposed by Congress have played a significant role in preventing the USPS from operating like a normal business and adjusting its costs and expenses, yet also preventing it from acting like a governmental agency and being properly funded.
