About this cartoon: California's budget impasse dragged on and on, forcing the state into using IOUs to pay some of its debts. The majority Democrats and Gov. Schwarzenegger did most of the back-and-forth attempts at negotiating, looking for a mix of spending cuts and new taxes or fees, while the Republicans held firm to a cuts-only, no-new-taxes line that tended to stifle any negotiations.
