About this cartoon: The Republicans believe that President Obama's and Congress' popularity is so low that they'll pick up major gains in the November elections and maybe take control of the Senate and/or the House. Perhaps, since voters are in an angry, anti-incumbent mood. But those voters don't care that much for the Republicans either, and that party hasn't been offering up much except negativity and filibustering against anything the Democrats have done, while digging in their heels, as usual, in favor of tax cuts for the rich.
