About this cartoon: Gov. Schwarzenegger came forth with a bold, ambitious plan, to require universal healhcare coverage for every Californian. Unfortunately, the Blue Cross model he based his concept on has a high monthly cost and a very high annual deductible, enough to scare away, or be unaffordable to, many of the citizens he hopes to cover.
