About this cartoon: Proposition 25 passed, allowing the state to end the two-thirds supermajority required to pass annual budgets. The drafters of the proposition had cleverly tapped into voter anger over the extreme lateness of budgets (and their devastating effects) by adding a clause that stripped legislators of their pay for every day the budget is late.
