About this cartoon: A major goal of Gov. Jerry Brown and the state
legislature was pension reform. By the time it worked its way through
the political process, a limited and watered-down measure was finally
passed and signed into law, mostly affecting yet-to-be-hired workers,
not the current ones. But at least they passed SOMEthing.
