About this cartoon: Facing an enormous deficit, Governor Jerry Brownlet it be known that he coveted Community Redevelopment Agency funds, large pools of money used by cities and counties for whatever redevelopment projects they wanted, with little accountability to the state or to citizens. Cities and counties immediately screamed bloody murder, and many tried to spend as much as possible before Brown could get his hands on it.
