About this cartoon: California has been trying to increase use of electric cars in order to improve air quality, but keeps lagging behind its targeted goals. A new ruling eased the requirements for electric cars, due to lack of use, production and demand, in favor of gasoline-electric hybrids and other alternatives.
Noteworthy: Colorized for the Web. I remembered that it was nearly impossible to find the new Sacajawea dollar coin about the time I was working on an electric car cartoon idea.
