About this cartoon: The federal response to Hurrican Katrina was unbelieveable. For a massive hurricane that was clearly being expected, and the knowledge that New Orleans could be catastrophically swamped, the lack of response for agonizing day after agonizing day was mind-numbing, leading to the ouster of FEMA's Bush-crony leader, and a major drop in Bush's approval ratings.
