About this cartoon: George W. Bush's "surge" of troops in Iraq was supposed to do the job... provided the Iraqi government and army stepped up and did their jobs too. But by pretty much every benchmark, they have fallen short, due to terrorist attacks, lack of will, political divisions, lack of resources, and waiting for the Americans to do everything in the stabilization of the country.
