About this cartoon: The new Clinton administration was willing to examine the issue of global overpopulation, which his two predecessors would not, largely because they perceived doing so could compromise their rigid anti-abortion stances.
Noteworthy: This cartoon was awarded the 1994 Global Media Award for cartooning on population issues, presented by The Population Institute (prize was attending the United Nations Population Conference in Cairo, Egypt and a study tour in that country).
